If you need a database, Netsville will set one up for you. If you have shell access, you can interface with MySQL directly, but otherwise you should use the web-based MySQL interface, called PHPMySQL.

The URL to access PHPMyAdmin depends on which server you're hosted on. Contact support for the link for your unique situation.
